For the Love of Dogs, Listen to Luzerne County

Great news from Luzerne County-
Dogs in Luzerne County won't be allowed outside unattended for more than a half-hour if the temperature drops below 26, rises above 92, or if the National Weather Service issues a severe weather advisory.
The Citizens' Voice reports the county council adopted the ordinance by a 10-1 vote on Tuesday. It takes effect March 1, 2017.
The ordinance will be enforced by the local Society for the Prevention of Cruelty to Animals.
The SPCA will first issue a notice of violation, giving violators one day to comply, before taking enforcement action, the ordinance states. The organization will be authorized to temporarily confiscate dogs whose owners do not provide proper shelter.
Violators will be subject to a fine of up to $500, plus "shelter and enforcement costs," as assessed by a magisterial district judge. 
This is common sense- if it's too cold for you to hang out outside, it's probably too cold for your dogs too. We're not talking about an overly strict ordinance here, it just means you should keep an eye on your animals and bring them in when it's freezing out. Any idiot should get this.
