Dick Cheney did serve the United States as a Congressman, Secretary of Defense, and Vice-President. Some of it was better than others. His tenure as Vice-Presidency was a national disgrace though. He was the architect of the failed Iraq War strategy, a man who lied about Saddam Hussein's weapons, even raising the possibility of nuclear war. He wanted to invade Iran after that even, and was only stopped by time and political reality.
Now the Republican controlled Congress wants to build him a statue because he was President of the Senate as Vice-President. I suppose you could do this for every Vice-President, in which case this isn't controversial as much as historical. Even so, the idea of honoring this man really bothers me. I don't feel like there's much to honor. If putting up a statue would bring about an honest discussion of what this man did, I'd support it. I really doubt that happens though. History shows us that statues lead us to a re-write of history.
