The big winner is obviously Hillary Clinton, because he took votes from her. She will likely gain back much of his support, and she will take a commanding lead in the race for President. If Bernie Sanders is going to beat her, he'll have to do it in what is basically a one-on-one race.
That aside- I feel bad for Joe Biden. This is what he wanted, and the opportunity just isn't there. He was an influential and wonderful Vice-President, and he'll be remembered for his historic role. He wanted that one more step though. The man is beloved though by much of America, and he can take consolation in the fact that history will be kind to him.
